1984-07-12 Lansing, Michigan: Accident at 1738 hrs local time; one person seriously injured. The aircraft had not been flown for 6 years, during last annual inspection, 67 hrs of labor, the batteries (2), spark plug gaskets, magneto gaskets, battery cable lugs and impulse coupling were replaced. The fuel quantity transmitter, battery, magnetos and spark plugs were examined or repaired. The aircraft was to be flown from West Chicago, IL, to Lansing, MI. Two hours after departure the aircraft was observed on final approach to capital city airport, Lansing, MI. The aircraft was low with gear up and did not respond to the towers radio calls or red light gun signal. The aircraft touched down short of the runway in grass, bounced, flew another 200 ft, touched down again 90 degrees to the flight path and slid to a stop on an airport service road. Investigation showed the radio switches set and on, gear handle down, generator circuit breaker tripped, no fuel in the left tank, fuel selector on the left tank, fuel leaking from the right tank, undamaged prop, fuel gauges both on zero, hydraulically operated flaps up, and the batteries discharged. The generator/regulator bench checked ok. Probable Cause: remedial action... not performed... pilot in command; fuel consumption calculations...inattentive... pic; directional control... not maintained... pic. Contributing Factors: electrical system, circuit breaker... popped/tripped; electrical system, generator... disabled; lack of recent experience in type of aircraft... pic; electrical system, battery... exhaustion; engine instruments, fuel quantity gage... disabled; diverted attention... pic.
